The Board of Transport has one aim - to keep everything running smoothly. They don't
particularly care if trains run on time, or if the fares are reasonable. They just
don't want any problems. It might be a question about how far up a river a ship can
go before it leaves the Sea and enters the Waterways. It might be someone trying
to destroy the Railway, or trying to start a war. If it’s going to be a problem,
then they want it to stop.
To do this, they have some control over who becomes the Baron of a transport system,
and they employ many "representatives" to monitor the transport systems. The "representatives"
can be anything from just someone to check on paperwork, to undercover agents. These
are recruited through a variety of means, often from former Avatars.
The Board of Transport also has an active apprenticeship program.
